If God saves all those people every single time there’s a natural disaster, we wouldn’t have faith because we’d just think ‘oh, God will save them, it’s okay.’ We wouldn’t take God seriously, we’d only believe or just acknowledge that God is truly there, but we wouldn’t build up any faith in Him. An analogy would be knowing and believing that a medicine would help relieve your pain since you’ve seen it work on many people, but the medicine won’t do you any good until you actually take it yourself. Although there is immense suffering due to the disaster, God may use the forces of nature to focus our attention on Him and the greatness of His power. This might answer your question more in detail.
Do you know that sinking feeling in your stomach when you hear bad news? That feeling has been in my stomach for the whole entire day. I can’t be at peace right now knowing that there are thousands of people grieving over the people who were on the ferry that sunk in South Korea…… I don’t know…

The outcome might not be what we want, but God can turn any circumstance to point us back to the cross and see how much we need God in our daily lives, especially in times of suffering.
“Praise be to the God and Father of our Lord Jesus Christ, the Father of compassion and the God of all comfort, who comforts us in all our troubles, so that we can comfort those in any trouble with the comfort we ourselves have received from God.” (2 Corinthians 1:3 & 4)
